The Proposal Handling Team:
The Review Process of ALMA observing proposals will take place at least once per year and consists of the call for proposals, the submission process and assessments, reviews and rankings of proposals. The reviews are done by a set of review panels that will meet face-to-face. The Proposal Handling Team (PHT) of the Joint ALMA Observatory (JAO) is located in the ALMA offices in Santiago and is responsible for the support and monitoring of the whole process. The PHT will consist of the Lead Astronomer, an administrative assistant and an IT support person. Support is also given by astronomers from the JAO Department of Science Operations (DSO) and the ALMA Regional Centers (ARCs) located in East Asia, Europe and North America.
Main Responsibilities:
The PHT belongs to the Department of Science Operations at the JAO. The PHT Lead Astronomer reports directly to the Head of Science Operations and works closely with the ARC Managers. He/she will implement the ALMA Proposal Review Process and has the following responsibilities:
•Prepare the calls for proposals
•Prepare and implement the proposal submission process including documentation
•Implement all aspects of the review process. In particular make sure that deadlines are met by all assessors, reviewers and review panels, and that panel and review meetings are well organized
•Prepare the time allocation and ranking lists for the four ALMA regions, in a transparent way
•Prepare all the associated review reports for the various review panels, the Head of Science Operations, the ARC Managers, the ALMA Director and the Directors Council in an ordered and timely manner
•Prepare the proposal phase-2 implementation (preparation of scheduling blocks to be used during the observations) and assist in the preparation of the long-term scheduling queue
•Test and set new requirements, when necessary, for the software tools being developed to support the review process
•Assist in the selection of the science assessors, technical assessors and review panel members
•Assist in improving policies related to the ALMA proposal review process
•Lead the PHT and the coordination with the DSO and ARC astronomers
The first proposal review process is expected to start in early 2011, and duties are expected to be taken up by 3rd quarter of 2010.
Professional Requirements/Qualifications: (Applicants for this position should fulfill the following requirements)
•PhD in Astronomy or Physics with at least five (5) years of experience after the PhD
•Substantial experience of observatory proposal review processes
•Familiarity with the operation of radio interferometers and/or single-dish telescopes is regarded as an asset
•A proven track record of scientific research
•A good command of the English language, proven communication skills and ability to work in a multidisciplinary team
The successful candidate will be expected to conduct astronomical research.
A high altitude medical check is a necessary condition of employment for this position.
